You could probably write something like that in many different languages. In fact, you may have to use several different ones to accomplish it. Looks like a Major Project. Are you sure this isn't a script available for purchase somewhere? Have you tried contacting the admin where you saw it and asking them?

yup i would have to get it custom made :( and they are talkin $200 lol so i thought maybe i should try makin lol

$200 would be a bargain, but I don't really believe it. Besides, to keep it updated would cost another $200/year.

No way you can make it yourself unless you really know your way around code and vbulletin both.
