Disable Quote VB4.0.2

i am using Vb4.0.2. i want to disable Quote for only register user any idea how edit ?

friend i want to remove permanently !!! but forum leader can use any possiblity?

Then instead of removing it, put a conditional around it to only show it to some groups. However, that won't stop users from manually adding in quote tags which is more difficult to stop.
