can not downloading attachments, I get this message

some of modern Attachments only that I can download the old all give that message

Note : that the attachments have been converted to the file system and volume licensing 777
other not i have about 742 attachement file withe total size (231.69 ) mb

when i chek the attacment folde on the server i found it only 14 mb
i have Upset that deleted from server
any explaning please ?????????
