Post Goggles (like gmails mail goggles)

I am wondering if anyone could create a simple plugin to prevent drunken postings at a certain time of day based on the user's time zone, IE: late at night.

We have an issue with drunken posting and wish to prevent our members from embarrassing themselves the next day.
