where do i find this? it says the new version comes with it do tell

In vb4 the default ad management can be found in AdminCP>Advertising.

nah i dont see it ... i have 4.0.2 ive tried to look for it but nothing. why is that?

I've heard of that problem before, but haven't paid much attention. A quick search at vb.com on 'advertising missing' leads to this first result:
