Creating a menu for the forum page

I'm looking to create a menu to use on my forum page. I believe I can use side blocks or something like that, but I'm not quite sure how. Ideally I'd like this to appear on every page and also to have the menu items appear depending on the group that the user is in.

Could anyone point me in what directions I need to look at to work this out?
