CMS Image pop up window

In the Documentation, that you can load when you first install vB4, one of the CMS Documentation articles states you can get a pop up window to display when you click on an image while in the wysiwyg mode. This lets you configure the image placement and other stuff.

With all my pop up blockers off, I am unable to get this window to appear. About the only thing I can get to happen, when I click on an image, is a 4 crosshair arrow to display as a cursor.

What am I doing wrong,
