Control File Downloads from Forum
 
our forum is a student notes/projects sharing platform and we expect members to post their notes projects. However, members keep downloading but dont post anything. I am thinking of keeping a rule that for every 3 downloads a member will need to upload one project. How do I do this? Is there any inbuilt function that allows me to do this? Please assist
