Best way to force PMs to automatically Reply With Quote?

What's the best way to force PM's on our site to automatically "Reply With Quote" WITHOUT users having to click on the "Reply With Quote" button?

Is there a way for the quick-reply field to automatically be populated with the reply code? Or is there some other way to achieve this?
