Alerting an user when he posts and someone else posted before him

Is there a mod which does that?

User 1: wants to post something

User 2: posted something before user 1, which could be the same thing he wanted to say

User 1: when he tries to post, an alert comes up saying that someone else posted before him, and that he should click the post button again if he really wanted to post.
