Proper way to upgrade forums?
 
I suppose uninstall all plugins and then run the new vBulletin upgrade?

Enable Plugin/Hook System?

Anything else other than making a full backup of my site/files/and SQL?
If I disable the Plugin system and then try to re-enable it, is it recommended to uninstall all plugins and then re-install the plugins for vB 4?

If you wish to keep all your information for each plug-in, do not uninstall them, just disable them. Just keep them there & upgrade. Then once you upgrade you can install the new version of the plug-in & check overwrite to YES. If there is no new version, you may uninstall it, or keep it there disabled, if you wish to use it in the future.
