How to add background on Navbar?

Hello,

Could any one please guide how do I add a background on the navbar which is currently missing? I'd like to add the one which is serving as category strips (as highlighted in screenshot). I know there's an HTML code to be added, but how and where is the question?

Its a modification in 3.8 - I can't remember what its called but its a easy fine just looking through Modifications.
