Allow forum subscription by prefix

I'd like to allow members to subscribe to a forum, but only be notified when a new thread is created with a specific prefix.

One of my forums acts as a Classifieds and the thread prefixes are set as states or geographic regions. I'd like members to be notified when someone posts something for sale in their state.
