making an announcement mod

Hello i wan't to make a announcement mod.

but i don't know which plugin i have to use to insert a template on the space between the header and forum

i want there a block with the colors of the info when you are not logged in.

see the attached image.

which hooklocation do i have to use to insert on this location.
