vb.org Archive - Only reply to threads regarding you?

Is there a way for a user to reply to threads regarding them.

For example, I want to make the Infractions forum public to make users aware of other peoples mistakes in hope they avoid them in the future. This also allows the users to dispute their infraction in the thread they were infracted in, therefore only one thread is created.

I don't want everyone replying to other users infractions. Is there a modification or something I can do that allows only the infracted user to reply to that thread regarding their infraction and no one else?

I have seen this before on another forum.
