Trouble synchronizing language character sets

Dear group,
I am trying to extend our English forums to a Hebrew-speaking community. To do so, i have installed a Hebrew language pack. The Hebrew installation character set = ISO-8859-8. The default vBulletin English language character set = ISO-8859-1. However, with those settings, Hebrew content submitted by people using the Hebrew forum language gets converted to garbage characters when viewed in English. If i set the Hebrew language character set to ISO-8859-1, user-entered content looks good when viewed in both English and Hebrew forum languages, but the forum phrases become garbage characters, which is even worse than the above scenario.

Does this indicate that the phrase translation should be re-done, and both language packs running on ISO-8859-1? Or am i ok running both language packs (English and Hebrew) on ISO-8859-8? What if i want to extend to a Spanish speaking community? Will i have problems then?

Any advice would be greatly appreciated. I have posted a few questions about this over at vbulletin.com and have recieved no answer. We are a small non profit charity with little technical resources for this forum software other than assistance in these forums.
Kind Regards,
matt

The top bit of the language pack i have installed looks like this (below). Could it be that the translation character set needs to be changed within the xml data file before upload?
Thanks so much,
matt

<?xml version="1.0" encoding="ISO-8859-1" ?>

You can best ask this where you downloaded the language pack. But i think you will need a language pack coded in ISO-8859-1
