When you upgraded your forum first time, did you get any errors? Cos it is a bit strange that the upgrade made your db disappear. By default it shouldn''t do that. Anyway, you can restore the db directly on a vb 4 forum but you will have to run the upgrader in order for the db to be upgraded. Or revert back to 3.8.4., restore the db and then try to upgrade your forum again.

One other question, how mb is your backup copy btw?

640 MB is quite big and some hosts have file limit sizes set for the phpmyadmins. Try to import your db instead with bigdump.php or mysql dumper. They both handle with ease large files.
