I don't think you can. You can make a rule that they must use one, but unless you're prepared to kick people out for not having them I think that would be futile.

Set a default avatar that makes them want to change it immediately.

Yes, I have recently seen a mod around here to set unused avatars. Not quite what they were asking for, but combined with the idea of setting it to something really awful it might help.

Except that I think viewing avatars is an option for users, so they may not even see them.
