News Box below Navbar

It's an SMF feature and I've seen in done somewhere on some vBulletin forum. I would love to have this box.

The text fades onto a new topic and what not. It's perfect for a baseball forum. And I really would like to do this.

I've searched through all kinds of mods. I can't find it.
