Promotion / Demotion System

Does anyone know if a modification like this exists?

I'd like it so that you can select a specific Promotion forum, and a Demotion forum, and whenever someone is hired as staff, a bot makes a post in the Promotion forum, to let people know. And if someone is fired, make a thing in the Demotion forum to let people know.

Is anything like this available for v3.8 or earlier?
