Notices Displayed Inside of the Navbar

The display of notices can be awkward and obtrusive, especially if you have something else like ads or statistics displayed above the forum listings. Conveniently, there's an awkward and large gap between the breadcrumbs and login form.
These modifications simply create another table between the breadcrumbs and login forum. The notices will no longer be displayed under the navbar but instead inside of this table. Any excessively long text will create a vertical scroll bar. Looking at screenshot, where is the breadcrumb link that goes beside the little folder icon?
