Forum for a certain group

Is there a way to create a forum who only a certain group can post/create threads ?

Yes. My forum uses a private section for helpers, another for staff.

Create the Category/Forum like normal

Example
Staff Category
== Staff Chit Chat Forum
== Site Helpers
== Site Designers

Then go to Usergroups -> Forum Permissions -> Scroll down to that section and edit permissions for each forum to include/exclude the groups you want

Everything is color coded:
* Standard: Using default usergroup permissions
* Customized: Using custom permissions for this usergroup
* Inherited: Using custom permissions inherited from a parent forum
