How to integrate a custom made program with vBulletin?

Hey guys! For you some smart coders I need your help! I was wondering how to make a program using another application (E.g Visual Basics) and integrate it with vBulletin. Like on the program before using it, it will ask for your username and password for your vBulletin forum. Also maybe telling like your usergroup and how many posts you have. I think in the process you have to hook the database but I am not the best coder. I need anyone's HELP!

Oh yea, an example I saw on a website.

There is a download for AN EXAMPLE. NOT A DOWNLOAD TO "PROMOTE" IT.

Make sure you click GUID_SCDS.exe.
