Custom Notifications

Hey everyone i got another php question, i am working on adding a support ticket system to my website and i want to have it add a notification to the tech support whenever there is a new support ticket. So can anyone elaborate a little on how the Notification system works and how i would be able to add a separate section under the notification drop down menu when there is a new support ticket submitted.
