Changing "Welcome," color (really quick and stupid question)

I know, dumb question but where is the correct/best place to change the color of the "Welcome," text at the top of the page when a user is logged in? I know I could throw font tags around it and do it that way, but I was curious if there was a preferred place to change it. Is it a Style Vars thing?
