Need help about {vb:link} tag

I don't understand about this tag. Can you explain for me( Syntax, variable, how to use, how it work ....) ?

Code:

{vb:link type, info[, extra-info]}

I have read it in many default template and some topic at this forum, but I can't understand clearly
