I just want to ask how to make siderbar like in vbulletin.com forum? Where the sidebar can be expand or collapse?

You can turn the sidebar "on" or "off" in your admin panel

Options >>> Forums Sidebar and Block Options

You can also add 'blocks' to show up on the sidebar under the "Forum Blocks Manager"

vboptions > forum sidebar > set those to what you want
forums & mods > forum blocks > add the blocks you want
