Remember Me Checked on login

Cant seem to get this working again after upgrading to 4.0 I like the remember me box to be checked. I believe it use to be in the navbar template but now it appears to be in the header template

Anyway I edited it to look like...

All I added was checked="checked" but it no longer allows the check box to be checked off by default when someone is not logged in

Any ideas?
