How can I add formatted text to a threads title/subject?

Hi there,

I am relatively new to vbulletin and I was wondering how I can add formatted text to a threads title, like in the attached image. Is this built into vbulletin or is it an addon?

Those are prefixes, you set them up in the AdminCP
