There is an article on how to use css to do it and I thought there was a mod also. Did you try a search? (What terms did you try?)

You may either create your own css template and add it or I had a mod here that does it (check my profile).

Create a new style with no parent:
  • Styles & Templates > Style Manager > Add New Style
  • Parent Style: No Parent Style
  • Title: Default vBulletin
  • Allow User Selection: Yes
  • Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?
