moderators can mod any forum from "whats new"

I have a moderator who brought this to my attention. Apparently when she clicks "whats new" she can mod any post in any forum, not just the ones she moderates. If she goes to the individual forums, she cannot. Is this a glitch that has been mentioned? Is there a way I can change this?
