Problems w/ Spanish Characters

Hi guys, if this thread doesn't belong here my apologies.

I just upgraded my site which was perfect and after the migration the Spanish characters are all screwd up. Where an ? or at accentuated word should be is a weird character.

Any ideas it may help me out?.
