how can i move the Reputation/Infraction/Report/Ip options At The Top Of The post

I believe you will have to do an actual template edit to move those. It would be in the postbit_legacy. You would move it from the "postfoot" section (more specifically, the "postlinking" part) of the template to the "posthead" part of the template.
