Image permission for guests?

Hello,

I am uploading images but guests cannot view them. How to change permission? I dont want to give all attachment permissions to guests. Only images should be visible to them.

I tried to give them attachment download permission but then they can download other zip files without registering :(

Please help me. Thank you.
