The UserCP is strangly ommitted from those documents as well as the StyleVars system. You need to edit usercp.css manually.

It'll be controlled by one of these selectors

Do you know whether thats the same for the 'My Settings' heading background colour? I'm having trouble finding this one. (Don't mean to hijack)
