Simple stupid question, about css template, where to find it?

Where do I edit the css template? I know this is a stupid question.

I am trying to install this mod: https://vborg.vbsupport.ru/showthrea...217585&page=11

and it says in install instructions "Add To CSS;"

I'm not sure, but maybe it means the "Additional CSS Definitions" section near the bottom of the style manager?
