PM only between users and administrators

Hi,

I'm using vBulletin 4.0 RC2.
The private messages are disabled currently for the members group, is there any way to let them able to send private messages ONLY to administrators, and in the same time they're not able to send PMs to other users?

You would need a mod to do this.
