Custom Template to Show Usernames determined by Profile Option?

How would I go about creating a template which shows a list of usernames (seperated by spaces) who have select a specific option in thier user profile?

i.e show all usernames who has selected "South Central" in custom user field27

Just so you know, I'm trying to generate usernames for pass PMing.
