Overlay 1 pixel when hovered...

On the navigation, the top part of it, I'd like so when it's hovered, the bottom part doesn't have the top border on that one part. So I'd like when a link is hovered in the top, it gains one more pixel downwards, so it covers that line below it, and overlays on top of it, so it's all one piece.

An example is gamespot.com.

Please let me know how to do it.
