How do I let moderators use the ''User options'' link?

Hey,

I'm having a slight problem, I've got a moderators group and I've added a few members into the group (primary) .. They try to use the ''User options'' link in user profiles but it gives them a no permission error, what have I done wrong? I want to give them the ability to click the user options link.
