maybe goto vbulletin options, goto "Message Posting and Editing Options"
make sure "Minimum Characters Per Post" is set to between 4 and 10.
or what ever you like, at least put a number in and click save. this could well fix the problem.
also see to "Maximum Characters Per Post" is set to how you want.

Try User CP > Edit Options > Message Editor Interface > Set it to: Enhanced Interface - Full WYSIWYG Editing.

Besides, what IE are you using? Is it only your problem or all your users across the board using IE?
