How do I remove that blocks (marked in red box) when there are no posts in a forum?

Try a search in the mods forums. I know I have seen a mod to remove that stuff when you can't post in the forum.

Sorry, I can't navigate to such mod (( tried to search everywhere, vBulletin 3.8 Template Modifications also with no result .. Please, help to find that hack.
