What does this error mean

I've recently been recieving these type errors from an automated email from my forum :

mysql_connect() [<a href='function.mysql-connect'>function.mysql-connect</a>]: Too many connections
/home/johnnie3/public_html/forum/includes/class_core.php on line 311

I haven't made any changes to the forum, recently, but these errors keep popping up. Sometimes the forum works, sometimes it doesn't.
