question on file attach in multiple sub-forums

New VB guy... sorry if this is dumb one. running VB 3.8.4

I have a client that is trying to post file attach pictures in multiple sub-forums. After he gets the first message set up with file attaches, he goes to another sub-forum and tries the same thing and can't. He get's this error message:

IMG00230.jpg:
You have already attached this file in thread : testing - ignore this post

some setting is blocking the duplicate file attach. He tells me he can do this on other VB forums and while I haven't verified that, I believe him.
Any suggestions?

do you have duplicate post prevention mod installed?

vboptions > message attachment options > allow duplicate attachments
