Add VB header and footer to html page

I have some pure html page like this
http://simile-widgets.org/exhibit/ex...te/senate.html

How do I add the vb header/footer to this html page so it looks like it's part of my site.

Do I have to use php and add html code to it? Anyone has any guide?
