Override tags.php embedded CSS?

Where does one override the default CSS for tag clouds? I added this:

a.tagcloudlink:link, a.tagcloudlink:visited { text-decoration:underline; }

to the very last text box in Admincp -> Main CSS. Viewing source, I can see that the line is there but it is not overriding the embedded styling in tags.php. These links are all still not underlined when not hovering.

are you using a mod or what ? Providing a link to forum and also example would help.

Edit the template "tag_cloud_headinclude"
