Force my members to pass a spesific procudure

After 3 years of working with my forum , a lot of changes were taking place.

Me and my team have proceed and create new working regulations ,

Now is there a way to make all existing members to pass the same procedure to accept the new rules of the forum , the same way they did when they first registered.

Also a good idea if some do not agree with the new rules can proceed but with limited acces .

This will force members to read & except rules & you can click "Force user to read rules" at any time via thier profile.
