Locking a forum for posting

I want to have an updates forum to that only Admin's can use but everyone else can view/read, just not reply. How do I lock that entire forum?

create a new forum from Forum Manager and allow only Admins to post from the ACP>>> usegroups Manager and allow only View to other usergroups
