Which mods are these?
 
what hack is the "Announcements" column on the right side of this webpage? I have tried USC and others, but I havent seen anything with borders like that

also what is the "you are unregistered" banner that follows you down the page?

the side column looks like a few that are on the org

and the floating banner is on the org as well, but I wouldn't suggest adding them, I think they are annoying :)
