Default Secondary Usergroups by default on signup

Does anyone know how I would go about gving new members default secondary usergroups when they signup (without having to use promotions).

I'm guessing I would use hook:
register_addmember_process

and something like:

$userdata->set('membergroupids', '20,21,22');

Does anyone 'in the know' if I'm looking in the right area?
